signal, not a payment. The authorized amount above flows through the
program's existing Treasury / state / fiscal-agent payment rail.
Keystone signs the release-authorization; the licensed payment
infrastructure moves the money.
Signature + audit chain
Auditor-ready. Any Inspector General, program
auditor, or fiscal-agent auditor can query this authorization
directly by ID, verify the ECDSA signature against Keystone's
published public key, and reconstruct the full event chain from
asset ingest to release-time from immutable event log. Reconstruction
is deterministic and requires no cooperation from the disbursing
program.
